Povećanje kamatnih stopa: Brzo rješenje ili samo privid?
Vodeće svjetske ekonomije su zabilježile prosječno povećanje kamatnih stopa od 3,5 postotnih bodova u nastojanju da ograniče troškove zaduživanja, iako učinkovitost ove strategije ostaje upitna.
Jay Powell iz Federal Reserve-a i Christine Lagarde, predsjednica Europske centralne banke, predviđaju da se inflacija neće vratiti na cilj od 2 % do 2025. godine, unatoč tome što centralne banke navode veću osnovnu inflaciju, napetost na tržištu rada i pritiske u sektoru usluga kako bi predvidjele daljnje povećanje cijena.
Vjerovanje da će inflacija popustiti pod snažnim povećanjem kamatnih stopa može biti prejednostavan pristup, s obzirom na uobičajeno kašnjenje od 18 mjeseci koje donošenje mjera monetarne politike ima prije nego što utječe na obrasce potrošnje i cijene.
Donositelji politika su povećavali kamatne stope manje od godinu i pol dana u SAD-u i Ujedinjenom Kraljevstvu, a još kraće u eurozoni, gurajući ekonomiju tek nedavno u način ograničenja. Odgođeni učinak ovog stezanja može ukazivati na smanjenu moć monetarne politike u usporedbi sa decenijama ranije.
Novi ekonomski pejzaž
Prelaz sa proizvodnje na usluge, koji zahtijeva manje kapitala, može pridonijeti sporijem prenosu stroge monetarne politike. Transformacije na tržištu nekretnina i tržištu rada od 1990-ih godina mogu dodatno objasniti oštriju reakciju na povećanje kamatnih stopa u prošlosti.
Trenutno, više kućanstava posjeduje svoje nekretnine ili ih iznajmljuje, a fiksne kamatne stope za stambene kredite postaju popularnije, što odgađa učinak povećanja kamatnih stopa centralne banke na potrošnju kućanstava.
U Ujedinjenom Kraljevstvu, smanjenje broja kućanstava koja posjeduju nekretninu na kredit i pad kamatnih stopa na promjenjive stope ukazuju na sporiji prenos monetarne politike.
Stanje na tržištu rada nakon pandemije dodatno komplicira situaciju. Nedostatak radne snage, posebno u sektoru usluga, dovodi do rasta plaća i, posljedično, inflacije.
Kompanije su oprezne u otpuštanju osoblja, bojeći se poteškoća u zapošljavanju ako se rast ojača, što izolira sektor od učinaka pooštravanja politike.
Rizici i posljedice
Početno podcjenjivanje inflacije od strane donositelja politika dovelo je do odgađanja mjera koje su trebale biti donesene, što je proširilo pritisak na cijene sa ograničenog broja proizvoda zbog poteškoća u lancu opskrbe na gotovo sve proizvode i usluge.
Ove greške mogu otežati kontrolu inflacije pomoću viših kamatnih stopa. Banka za međunarodna poravnanja upozorava da, ako povećanje kamatnih stopa bude nedovoljno ili ako njihov učinak bude prekasno vidljiv, visoka inflacija bi mogla postati nova normala.
Povratak na cilj inflacije od 2 posto može zahtijevati izuzetno visoke troškove zaduživanja koji potencijalno mogu destabilizirati financijski sustav.
Ova opasna situacija ilustrirana je kolapsom nekoliko srednje velikih američkih kreditnih institucija i problemima s kojima se suočila Credit Suisse ranije ove godine, djelomično zbog povećanih troškova zaduživanja.
Ako se također zaustavi rast, donositelji politika će se suočiti s izazovnim zadatkom pokušaja kontrole inflacije usred recesijskog okruženja. S rastom kamatnih stopa, ekonomisti poput Jennifer McKeown iz tvrtke Capital Economics predviđaju recesiju u većini razvijenih gospodarstava u sljedećim mjesecima.

Iako povećanje kamatnih stopa izgleda kao intuitivno rješenje za suzbijanje inflacije, međusobno povezana dinamika današnjeg ekonomskog pejzaža ipak zahtijeva suptilniji pristup.
